Overview
Pennsylvania employers must withhold Pennsylvania Personal Income Tax from applicable employee compensation and file quarterly withholding reconciliation returns with the Pennsylvania Department of Revenue. Employers subject to Pennsylvania unemployment compensation must also file quarterly wage and tax reports with the Pennsylvania Department of Labor & Industry.
The TaxBandits API supports automation of Form PA-W3R, Pennsylvania's quarterly withholding reconciliation return.

- PA withholding. Pennsylvania imposes a flat 3.07% Personal Income Tax on taxable compensation. Employers must withhold tax from resident employees and from nonresident employees performing services in Pennsylvania, subject to reciprocal-agreement rules.
- Quarterly reconciliation. Employers required to withhold Pennsylvania income tax must file a quarterly withholding reconciliation, even when no tax was withheld or no wages were paid.
- Withholding deposits. The payment schedule depends on the amount of withholding liability: quarterly, monthly, semimonthly, or semiweekly.
- Electronic filing. Pennsylvania does not accept paper quarterly withholding returns (W-3); employers must file electronically through myPATH or an approved electronic method.
- New hires. Pennsylvania employers must report new and rehired employees within 20 days of the date of hire.
